The future of the industry
Until 2030, "mobile" growth is likely in Benin due to the expansion of 4G/5G and the ubiquitous Mobile Money, while the key to sustainability is legal certainty for online operators and transparent GGR tax rules.
It is expected to tighten KYC/AML (binding to SIM/nat-ID), launch self-exclusion mechanisms and limits, as well as standards for responsible advertising.
The payment part will develop through fintech partnerships with MTH/Moov, instant payments and reduced fees; cross-border compatibility in ECOWAS will simplify calculations and tournament activities.
Content will shift to light mobile slots, live games, crash/instant formats and localized titles with African aesthetics; the share of tournaments and seasonal events will grow.
The state is likely to digitize lotteries and bets, increase data reporting requirements and protect personal information.
Risks: gray area without licensing, volatility of commissions and courses, cybersecurity; opportunities - telco partnerships, French-language localization, responsible-by-design and regional jackpot pools.
