Laws and regulation
Burundi's legal regime regarding gambling is considered restrained.
Basic lottery and sports betting are allowed with a state license; classic casinos and slot machines are limited and require separate permits.
Oversight focuses on financial reporting, KYC/AML and the protection of minors (18 +), and advertising activities are regulated with restrictions on time, place and tone.
Online formats remain in the "gray zone": local operators usually need a license and binding to payment channels within the country, offshore sites are not recognized and are periodically blocked.
The tax burden is formed from license fees and revenue/GGR taxes, plus general corporate taxes.
Current trends are digitalization of control, tightening compliance and gradual clarification of the rules for remote services, while social responsibility and prevention of illegal traffic remain a priority.
