Laws and regulation
Djibouti has a low-key gambling policy.
The commercial market for casinos and betting has not actually been formed, and any gaming initiatives are possible only with the direct permission of the state.
There is no public licensing regime for offline casinos; bookmakers and slot halls are not developed and are considered high-risk.
Online casinos and poker are not licensed locally: access to foreign sites belongs to the "gray" zone without legal protection for users and operators.
Advertising of gambling services is limited, the basic requirements are reduced to age restrictions and payment compliance (KYC/AML) for permitted activities.
For brands, that means high regulatory risk and no predictable rules; for players - minimum guarantees and a cautious attitude to betting.
