For citizens, the ban will remain, and land-based casinos will continue to operate as a niche service for hotels for non-residents.
Regulators will continue to tighten digital surveillance: blocking offshore sites, monitoring payments, and suppressing advertising.
Growth is possible due to the tourist flow and upgrade of hotel clusters (VIP services, private rooms, high-quality F&B), as well as "no-expense" entertainment: e-sports without bets, arcades, VR spaces, shows and festivals.
The likelihood of legalizing local B2C online or expanding access for residents is low; possible reforms will be more about compliance standards, AML/KYC and consumer protection from illegal sites.
