Casinos are allowed as an exception only in hotels/tourist establishments and only for foreign visitors (with passport verification and settlements in foreign currency).

Supervision and licensing are tied to the tourism sector (Ministry of Tourism and Antiquities; the modern frame for hotels and tourist establishments was updated in 2022, changing the old norms of 1973).

Online casinos and resident betting are considered illegal; providers and payment channels are required to block access to offshore sites, and criminal liability is provided for organizing/advertising games.

For operators, this means: only a hotel bundle, the target audience is non-residents, strict compliance and the absence of legal B2C online products in the domestic market.
