Ethiopian culture relies on ancient traditions and strong religious norms (Ethiopian Orthodox Church, Islam), which forms a restrained attitude to excitement.

In post-colonial history, the state has bet on lotteries as a "socially acceptable" format, avoiding casino normalization.
Today, public consensus is entertainment without the risk of addiction: respect for traditions, family values and moderation is more important than cultivating betting.
