Land-based casinos
Libyan law does not allow the functioning of land-based casinos in any form.
Licensing procedures and admission for hotels, resorts or private clubs are not provided; in practice, this means a complete absence of legal gaming halls in cities and tourist areas.
Attempts to clandestine activities are fraught with high risks: confiscation of equipment and revenue, criminal liability for organizers and staff.
For the hotel and entertainment business, the only acceptable focus is non-standard leisure formats (restaurants, cultural programs, sports), without any games for money.
