Libya has a total ban on gambling in any form - land casinos, bookmaking, lotteries, poker rooms and online gambling.
Grounds - religious norms and provisions of criminal law on "games of chance" and violation of public morality.
There is no licensing authority or permit procedure; any organization of games, mediation (including affiliate marketing), acceptance of bets and distribution of game content are considered illegal.
For participation in the organization and promotion, fines are provided, prison terms and confiscation of equipment and proceeds are possible; Internet providers block access to offshore sites, payments are suppressed.
The regional fragmentation of governance after 2011 does not change the essence: in zones controlled by different authorities, the ban remains; there is no legal market, and any offers "under license" are illegal.
For business, the conclusion is unambiguous: no B2C/B2B activities in the field of gambling, focus on non-standard entertainment and compliance.
