The Moroccan model combines state mandates and point concessions.
Lottery and sports bets are carried out through MDJS (under state mandate), and betting on races - through PMU Maroc/SOREC.
Land-based casinos are allowed under individual concessions/permits, usually as part of hotel and tourist infrastructure (Casablanca, Marrakech, El Jadida, Agadir, Tangier, etc.); there is an age threshold (usually 21 +), identification and requirements for AML/KYC (including anti-laundering law).
There is no full-fledged private online market: licenses for B2C online casinos and private online bookmaking are not issued; digital channels are possible only for state operators by their mandate.
Advertising of games is limited, for illegal organization and mediation (including affiliate marketing) liability is provided.
For businesses, this means: work is possible either in a state concession/mandate format or as part of a land-based casino by permit; private B2C online for residents - outside the legal field.
