Comoros is a small island economy with a limited production base and employment concentrated in agriculture and services.

The export basket is narrow (vanilla, cloves, ylang-ylang), the economy is sensitive to weather and price shocks, the role of diaspora transfers and imports of food and fuel is great.

Tourism is evolving, but infrastructure and transport constraints are holding back scale.

The informal sector is significant, complicating tax administration and statistics.

The gambling market is de facto absent: there are no legal casinos and online operators, therefore, the contribution to GDP and budget revenues is zero/minimal, employment in the segment is episodic (control and prevention).

The payment environment is focused on cash and basic banking services; gambling merchants are not served.

Benchmarks for the project dashboard: GDP (nominal/per capita), inflation and exchange rate, unemployment/youth unemployment, share of the agricultural sector and services, volume of transfers, import of fuel and food, tourist flow (entry/seasonality).

For gambling - "zero" indicators: GGR/NGR = 0, number of licenses = 0, tax revenues = 0; monitoring of regulatory changes (adoption of the basic law, draft tax model GGR, implementation of RG/AML).
