The Comor Union is a Muslim country with a conservative approach to gambling: public forms of gambling are generally prohibited, but there is no specialized industry regulator.
Any organized money game without the explicit permission of the authorities is considered illegal; permissible exceptions (for example, one-time charity draws) are possible only with special approval.
Online casinos and betting do not have a separate legal regime and are not de facto licensed, so advertising and providing services to residents are considered a violation.
For operators and partners, this means a high compliance risk: a ban on targeting Comoros residents, geo-blocks, CUS/sanction screening and refusal of payment channels with the origin of funds from the country.
Potential legalization in the future will require basic elements: licensing law, GGR tax model, responsible play rules, and AML/CFT standards.
