The regulatory vector is more transparency: near real-time reporting, technical certification, clear advertising requirements and localization of responsible messages in Portuguese and popular local languages.
Commercial drivers - partnerships with telco, clubs and resort ecosystem (hotels, tour operators), lightweight web clients, mini-games within the framework of sportsbook and gamification.
The fiscal emphasis is shifting to expanding the base by withdrawing revolutions from the "gray zone," and not by raising rates.
Risks: offshore traffic, payment failures and weather volatility of the coast; answers - backup payment channels, anti-fraud analytics and IT fault tolerance.
The baseline scenario is moderate but steady growth in GGR and employment while increasing transparency and social responsibility.
