Laws and regulation
In Mozambique, gambling is regulated nationally, with casino, bookmaking (retail and online), lottery, slot machine and bingo licences issued.
The basic conditions for operators are the 18 + age threshold, fit & proper criteria for owners and management, local legal entity/representative office, confirmed financial stability, certification of equipment and software, data storage and regular reporting.
The online service additionally requires eCUS/age verification, geo-targeting measures, integration with approved payment channels and responsible play tools (limits, self-exclusion, warnings).
Advertising is limited in content and targeting (protection of minors, prohibition of misleading messages, mandatory disclaimers).
The fiscal burden consists of license fees and taxes/levy on GGR and/or turnover, deductions from large winnings are possible; for violations - fines, suspension/revocation of license and technical measures against illegal sites.
The current vector is digitalization of control, AML strengthening and phased clarification of the rules for remote products.
