Namibia has a permissive regime for terrestrial formats: casinos, betting shops, bingo and limited slot machines (LPM/route operators) operate under individual licenses.
Supervision is carried out by the state regulator (Gaming & Entertainment Control Board) under the relevant ministry, with mandatory checks of beneficiaries, sources of funds and technical certification of equipment.
Basic requirements include age 18 +, KYC, responsible play rules (informing, self-exclusion), advertising restrictions, and strict AML/CFT procedures in coordination with financial monitoring.
The tax model combines license fees and deductions from GGR/revenue.
Online casinos and remote bets are not locally licensed: targeting of residents and acceptance of payments for online gambling are considered illegal, operators are prescribed geo-blocking and exclusion of the country in T & C.
Compliance is monitored through inspections, reporting and sanctions up to suspension or revocation of licenses.
