Nigeria's legal model is twofold: at the federal level, the National Lottery Commission (NLRC) operates, issuing licenses for lotteries and interstate/online operations; at the state level - its own supervisory authorities (the most influential regulator of Lagos), regulating retail outlets and local betting services.
Almost everywhere sports betting, lotteries and sweepstakes are allowed; casinos and some "pure chance" games are more often limited.
The online segment is allowed if you have the appropriate licenses and comply with KYC/AML, 18 + age threshold, advertising rules and responsible play.
Operators are required to report, connect to turnover monitoring systems and pay taxes/fees both at the federal and (when working in a specific region) at the state level.
Key risks - conflict of jurisdictions "federation vs state," inconsistency of requirements for remote products and cross-border payments; the best practice is to obtain a federal license and synchronize it with the permits of those states where activities are conducted.
