Gambling and online casinos in Rwanda
- which over the past two decades has gone
from the post-war economy to the status of a regional digital center.
Unlike many neighboring states,- Rwanda has legalised gambling and online gambling,
creating a clear system of regulation and control.

Historical context
The first casinos and lotteries appeared in Rwanda in the early 2000s,
when the government began liberalizing services and tourism.
In 2011, Gaming, Lotteries and Betting Law was adopted,
which became the basis for the regulation of gambling.
Later, in 2013, the National Gaming Board of Rwanda appeared,
responsible for licensing and control.
From that moment on, Rwanda became one of the first countries in East Africa,- where the state openly supported legal gambling,
including online betting and digital casinos.
Legislation and regulation
Gambling is governed by the following documents:- Gaming Law No. 04/2011 - the basic law defining legal forms of gambling;
- Ministerial Orders (2013-2019) - set licensing requirements and taxation;
- Cyber Regulation Act (2021) - regulates digital casinos and online betting.
Chief Regulator - Rwanda Utilities Regulatory Authority (RURA)
in collaboration with the Ministry of Trade and Industry (MINICOM).
Main provisions of the legislation:- gambling is allowed with a license from RURA;
- online gambling is allowed for operators with a server in Rwanda;
- the minimum age of a player is 18 years;
- gross gaming income tax (GGR) - 13% for casinos and 15% for online platforms;
- licenses are issued for a period of 5 years;
- operators are required to implement responsible play programs.
Unlike neighboring countries, Rwanda is actively implementing digital reporting and transaction monitoring,
which makes it one of the most "transparent" jurisdictions in Africa.

- the industry employs more than 2,000 people;
- 20% of license fees go to the development of sports and education;
- about 10% - to finance startups in the fintech field.
Rwanda's gambling market is projected to grow by 2030
may exceed $150 million,
and the online segment will occupy more than half.
Social and cultural context
Rwanda is a predominantly Christian country,- however, the government adheres to a secular model,
separating religion from economics.
This allowed the legalization of gambling
subject to strict control and protection of the rights of players.
