Rwanda's gambling market remains compact and centered around cities, primarily Kigali.
The main turnover is formed by sports betting and lotteries; the number of classic casinos and gaming halls is limited, so the "offline" segment is represented by betting points and terminals.
Demand is supported by the growth of the urban population, the sports calendar (football is the main driver), as well as the high penetration of mobile money, which simplifies deposits and payments.
The industry gives a modest share in the structure of the country's economy, but creates jobs in retail, IT support and marketing, generating related costs for rent and advertising.
Budget revenues are generated through general income and turnover taxes, as well as special fees from operators; their dynamics correlate with the digitalization of payments and the transition of players to legal channels.
For market monitoring, metrics are useful: the number of licensed operators and points of sale, the share of mobile payments in circulation, the average check, the seasonality of the GGR, tax revenues and the share of the illegal segment.
