Laws and regulation
In Rwanda, gambling is allowed only under license: the Rwanda Development Board (RDB) or its authorized body supervises.
The basic law and by-laws determine the list of permissible products (lotteries, offline/online sports betting, slot machines, casinos), the procedure for issuing licenses and technical requirements (software/equipment certification, RNG audit, reporting).
KYC/AML procedures, 18 + age barrier, responsible play tools (limits, self-exclusion) are required, and advertising is limited in channels and time.
Online platforms require local presence and connectivity to monitoring systems.
The tax burden is levied on operators and (separately) on winnings.
The practice of recent years is to tighten payment controls, block unlicensed sites and restart licensing with an emphasis on transparency and consumer protection.
