Laws and regulation
In South Sudan, gambling is allowed only with permits: licensed formats usually include lotteries, betting bets and gambling halls.
The launch requires local registration, obtaining a license/permission by category and the fulfillment of technical conditions (accounting for rates and payments, transparent rules, data protection).
The basic norms of responsible play apply: the age threshold is 18 +, the ban on the participation of minors, the restriction of advertising (cannot be addressed to vulnerable groups and near educational institutions), as well as KYC procedures and measures against money laundering (AML/CFT).
The online segment is in the process of streamlining: operators are expected to comply with the same principles as offline platforms, electronic reporting and control tools (age verification, deposit limits, self-exclusion).
In practice, law enforcement is more predictable in the capital and large centers, while heterogeneity of supervision is possible in the regions.
The general trend is towards unifying requirements for all channels, strengthening consumer protection and increasing the transparency of tax revenues.
