Laws and regulation
In Tanzania, gambling regulation is centralized at the national level.
The state regulator issues licenses and monitors compliance with the rules for land-based casinos, bookmaking (retail and online), lotteries, slot machines and bingo.
Basic requirements include 18 +, "fit & proper" for owners and management, local legal entity, confirmation of financial stability and certification of equipment/software.
Operators are required to report, connect approved payment channels (bank and mobile money) with KYC/AML procedures, apply limits, self-exclusion and inform about the responsible game.
Advertising is limited in content and targeting (protection of minors, prohibition of misleading messages).
The fiscal burden is formed from license fees and taxes/levi on GGR and/or turnover, deductions from winnings are possible.
Supervision is implemented through inspections, suspension/revocation of licenses and interaction with payment and telecom providers against illegal sites.
The current vector is digitalization of control and increased transparency of reporting while tightening responsibility standards.
