Laws and regulation
In Togo, the state retains a key role in regulation: the lottery is supervised by the national operator LONATO, and casinos, bookmakers and gaming halls operate under licenses with requirements for property transparency, reporting and responsible gambling.
The 18 + age threshold, KYC/AML procedures, advertising restrictions and standard fiscal payments (licenses, fees, revenue taxes/GGR) apply.
The online segment is partially formalized: access to foreign platforms is possible de facto, but their activities are not considered locally licensed; regulators' priority is the codification of remote services, payment control (including mobile money), data protection and uniform rules for operators.
