Laws and regulation
In Uganda, the gambling sector is regulated by the National Lottery and Gambling Board (NLGRB) based on a mid-2010s profile law.
Lotteries, sports betting (offline and remote), PPS betting, bingo and slot machines are allowed - all under separate licenses.
Key requirements: confirmed capital and origin of funds, technical certification of software/equipment, connection to a central monitoring system, protection of players and responsible play.
Online operations require a local license, domain name/representation and KYC/AML procedures; minors are not allowed (for most forms - an increased age threshold, for lotteries traditionally lower).
Taxation includes operator fees and deductions from player winnings; advertising is limited in time, channels and proximity to educational institutions.
The regulator periodically tightens practice: point checks, combating nelіtsenzirovannymi sites and requirements for transparency of payments are the industry standard.
