Culture and history
In the Afghan cultural tradition, gambling (maysir/kimar) is condemned by religious norms, so historically neither casino culture nor lotteries have developed.
Leisure life is built around family, religious holidays, tea houses and folk hobbies without bets: backgammon, chess, cards in a "friendly" format.
The national sport - buzkashi - symbolizes competitiveness and prestige, but is not associated with public betting.
In the XX-XXI centuries. political upheavals and migration have not changed the basic norm: excitement as a social practice has not been approved, and any attempts to institutionalize it are met with legal and moral unacceptability.
The general vector is the preservation of the ban and orientation towards traditional forms of leisure without monetary risks.
