Land-based casinos
In Afghanistan, land-based casinos are absent due to the complete Sharia ban on gambling.
Entertainment establishments and hotels are prohibited from placing gaming tables and machines; attempts to organize underground halls are suppressed: equipment is confiscated, premises are closed, organizers and persons involved are criminally liable.
There are no licensing and "gray" tolerances, age and advertising standards are not applicable.
The result is zero legal infrastructure and a high risk of sanctions for any attempts to offline activities.
