Azerbaijan's gambling economy relies on two legal pillars - state lotteries and licensed sports betting.
Budget revenues are made up of royalties, gaming income tax (GGR/NGR) betting and deductions from the lottery operator; there are no land-based casinos, so there is limited tourism multiplier and industry capital investment.
Employment is concentrated in online and retail betting, payment infrastructure, IT/compliance and Responsible Gambling services.
KPIs are used for monitoring: GGR/NGR by verticals, payout, number of verified accounts 18 +, MAU/ARPPU, share of non-cash payments, level of self-exclusion/limits, share of "gray" traffic and blocking efficiency.
In the medium term, smooth growth is possible due to the digitalization of payments and the tightening of AML, while maintaining a conservative fiscal model without offline casinos.
