Azerbaijan adheres to a restrictive model.

Land-based casinos and arcades are prohibited; online casinos are also outlawed.

The legal sector includes state lotteries and bookmaking, which is allowed under license, including online from authorized operators.

Mandatory player identification (18 +), non-cash payments through authorized providers, KYC/AML procedures and responsible play measures (limits, self-exclusion, risk warnings).

Advertising and sponsorship are strictly regulated: allowed only in the formats provided for by law and without targeting minors.

For unlicensed activities, blocking and fines are provided, up to criminal liability under aggravating circumstances.

State policy is aimed at narrowing the "gray" segment and maintaining control within lotteries and sports bets.
