Laws and regulation
Bhutan has a conservative regime: casinos, bookmakers and slot machines are prohibited, and the participation of citizens in gambling is considered an offense with administrative and criminal sanctions (fines, confiscation of equipment, possible responsibility of the organizers).
The exception is the state lottery and limited charity draws under the supervision of financial authorities.
Online gambling is also not allowed: access to offshore sites is blocked pointwise, and payments and advertising of such services are suppressed.
The regulatory emphasis is on preventing addiction, protecting minors, countering money laundering and combating the gray market in border areas.
There are no casino permits for hotels and the tourism sector; any attempts to "game halls" are interpreted as illegal.
