Culture and history
Cambodian gaming culture developed at the intersection of Theravada Buddhist ethics (emphasis on moderation and responsibility) and multi-layered historical experience - from colonial lotteries to post-conflict tourism recovery.
In the 1990s and 2000s, a border model took shape: casinos in Poipet and Bavet worked as an "external" product for foreigners, which reduced internal tension around the topic of excitement.
Then the city-resort line intensified: complexes in Phnom Penh and Sihanoukville adopted Asian service standards, VIP programs and cultural motives (apsars, Angkor, Mekong) in the design of halls and slots.
Public discourse remained restrained: priority - order, compliance, protection of vulnerable groups.
In 2019-2020, the country abandoned the online format, once again emphasizing the bet on a controlled offline segment and tourist profile.
Today, the industry's cultural code is the "guest" nature of casinos, respect for religious norms, minimalistic marketing, and responsible play within integrated resorts.
