There is a conservative model in East Timor: there are no licensed casinos and private online operators, the organization and participation in gambling are subject to criminal and administrative measures.

Only narrow exceptions are allowed (for example, state lotteries, charity draws or promotions) - strictly by permission and with restrictions on prizes and advertising.

Supervision is carried out by financial and law enforcement agencies: KYC/AML procedures are required, illegal sites and payments are blocked, advertising and affiliate marketing are prohibited.

Using a VPN does not make the game legal; the priority of the state is to prevent harm and protect vulnerable groups.
