Gambling Ordinance serves as the base: casinos are prohibited, and legal forms are limited to the Mark Six lottery, betting on horse racing and football - all under the monopoly of the Hong Kong Jockey Club (HKJC).

Rates are accepted in offline points and through authorized HKJC channels (internet/phone); offshore sites, private bookmaking and their advertising are illegal.

Age - 18 +.

Supervision and suppression are carried out by the police and relevant departments: illegal points, payments and promotions are blocked.

Public mahjong halls are also licensed with separate requirements for safety and responsible gaming.

Tightened AML/KYC, prohibitions on aggressive marketing and Responsible Gambling measures (self-exclusion, risk communication); digital services are allowed only as an addition to the permitted HKJC products.
