Legalization of at least some of the products (lotteries, "social" games) is unlikely for ideological reasons; at the same time, demand will continue to flow into foreign tourism and offshore online.

The market will remain absent from the legal field, and state efforts will focus on cybersecurity, prevention and criminal prosecution.
