Due to the complete ban on casinos, betting and lotteries in Iran, legal GGR and industry taxes are absent; the economic effect is biased towards government costs of cyber filtering, investigation and law enforcement.
Payment locks and AML control reduce the turnover of "gray" online, but do not completely eliminate offshore channels. "Gambling" consumer demand partially flows to foreign jurisdictions (travel) or to illegal online platforms, which leads to the loss of a potential tax base and increased risks for citizens (fraud, confiscation, sanctions).
For the financial sector, the costs of monitoring transactions and compliance are growing, and for society - indirect social costs, while the sector does not allocate official statistics due to the absolute ban.
The general vector is maintaining zero legal revenue and strengthening control costs.
