Iran follows Sharia norms: casinos, bets, lotteries and other gambling are completely prohibited, and participation, organization and promotion are classified as criminal offenses (fines, imprisonment and other sanctions).
The online segment is technically controlled: illegal sites are filtered, domains and applications are blocked, FATA cyber police and specialized authorities track payments and traffic.
Banks and financial providers are obliged to suppress transactions in favor of gambling services; advertising and mediation are also punishable.
There are no age and licensing standards due to the absolute ban; using a VPN does not change the legal assessment and carries a high risk of liability.
The common vector is zero tolerance and increased cyber surveillance.
