Land-based casinos
In Japan, classic casinos are allowed only as part of integrated resorts (IR) and undergo multi-stage coordination at the national and regional levels.
Operators are waiting for capital requirements, transparency, AML/KYC and Responsible Gaming; for residents there are entrance fees and limits on the frequency of visits, there is a system of self-exclusion/family bans.
The gaming floor is an international standard (tables and slots), but the resorts focus on MICE, hotel and entertainment infrastructure to minimize the "gaming" share of total revenue.
At the time of the formation of the framework, the market is in the phase of launching the first projects; pachinko/pachislo remain outside the casino model and are regulated separately.
