Kazakhstan's gaming culture went from Soviet lotteries and limited leisure to a surge in the "wild market" in the 1990s and subsequent institutionalization.
Since the mid-2000s, the state has responded to social risks and urban pressure by moving casinos to two special zones - Kapchagai (now Konaev) and Burabai, which formed a cluster model with an emphasis on control and tourism.
In mass life, non-ordinary national games (for example, togyzkumalak) remain, and the attitude of society to betting remains restrained under the influence of family and religious values.
The result is a compromise between the demand for entertainment and responsibility: casinos in resort clusters, strict access rules and a focus on harm prevention.
