Land-based casinos

In Kazakhstan, casinos are allowed only in two locations: the Konaev zone (Kapchagai reservoir, Almaty region) and the Shchuchinsko-Burabay resort zone (Akmola region).

Large gambling complexes with table halls (baccarat, roulette, blackjack, poker), ETG and slot zones are concentrated here; VIP rooms and hotel infrastructure are available.

Access - from 21 +, passport/CUS and video surveillance are required; for operators - license, capital and security requirements, AML/CTF control, cash discipline and advertising restrictions.

Casinos and machine rooms outside special zones are prohibited and closed during raids.

The market model is "cluster": the development of hotels and entertainment in two permitted resorts with strict supervision and sanctions for violations.
