Laws and regulation
The Malaysian legal system relies on three key acts: Betting Act 1953, Common Gaming Houses Act 1953, and Lotteries Act 1952. Licensing and fiscal control is carried out by the Ministry of Finance; Enforcement - Royal Police and MCMC Communications Regulator (site/application blocking and payment filters).
For Muslims, there is a religious ban on the norms of Sharia law of the states; fines and investigations apply in addition to the secular regime.
Strictly licensed formats are allowed offline: land casino (single facility), lotteries/number games and sweepstakes; advertising and access are regulated.
Online casinos and unlicensed interactive betting are prohibited; liability applies to operators, affiliates and payment acceptance points.
The general logic is the limited legality of certain offline formats for strict compliance, the priority of public morality and active digital law enforcement.
