Economics and statistics
After tightening the rules in 2025, there is no legal gambling market in Mongolia: there are no licenses, operators and tax base, therefore, the official GGR = 0. Potential budget revenues from the industry are not formed; instead, the costs of law enforcement (blocking sites, monitoring payments, suppressing the underground) are growing.
Consumer demand partially migrates abroad (game tourism) or goes to offshore online services, which does not give an internal multiplier of employment and capital investments.
Investment projects in offline/IR and digital infrastructure are frozen, the personnel market and equipment supply chains are not developing.
Key metrics on the horizon of the coming years: zero legal revenue, zero licensing fees, rising control costs and a steady outflow of payment activity outside the country.
