The legal gambling economy in Myanmar relies on two sources: land-based casinos targeting foreign players in tourist/border areas, and the state lottery.

These channels provide limited but stable revenues (licenses, taxes, fees), plus they create employment in the hotel and entertainment sector.

Domestic demand of citizens is not officially monetized due to the ban, so part of the money flows into offshore online and underground formats - this turnover does not fall into GDP and carries social costs.

Market statistics are fragmentary: aggregated data on the lottery and fiscal receipts from licensed operators are published, while the gray segment is assessed by expert and law enforcement reports (raids, blocking, confiscation).

Structural restrictions - low transparency of reporting, unregulated online and the dependence of casinos on fluctuations in cross-border tourist flow.

Potential growth points are improved reporting, KYC/AML standards and the development of MICE tourism around legal sites (without the admission of citizens).
