The legal model of Nepal is based on a tourist exception: licensed casinos at hotels work for foreign citizens, while Nepalese citizens are prohibited from entering (strict verification of documents at the entrance, fines for violation).
Supervision is carried out by the relevant tourism department; for operators, licenses, annual royalties and fees, security, video surveillance, AML/KYC and responsible play requirements are provided.
Online casinos and private betting services are not allowed; advertising and acceptance of bets on the Internet are considered a violation.
Lotteries are allowed only in a state-controlled format.
In general, the regulator's approach is to support casinos as an element of tourism and MICE, while maintaining a ban on residents and strict compliance discipline among operators.
