The legal regime of the DPRK prohibits gambling for citizens; criminal liability is provided for organization and participation.
Exceptions were historically allowed only for foreigners - in certain tourist hotels and/or special economic zones (for example, in the Rason area), and access is controlled, settlements are carried out in foreign currency, and operators usually work in the format of joint ventures under the supervision of local administrative committees.
Online casinos and bookmakers are banned, cross-border schemes are suppressed.
The regulatory system is opaque: control is distributed between law enforcement and economic departments; norms change non-publicly and depend on foreign policy factors (sanctions, border regime).
The general policy is the total containment of domestic demand and the targeted use of "foreign" objects as an instrument of foreign exchange earnings, when allowed by political conditions.
