• Strengthening prohibitions: expanding the list of cybercrimes, blocking advertising and affiliate schemes, tightening banking compliance.
• Low-probability revision: point charity draws under state control without the admission of commercial casinos and bookmakers.
• The policy vector is social and religious norm> fiscal benefits, so legalization of private formats is unlikely in the foreseeable future.
