In cities, clandestine clubs/gambling points are periodically identified, which are closed during raids.
Tourist and premium demand partially migrates abroad (to neighboring jurisdictions with permitted casinos), therefore, neither a personnel base, nor equipment supply chains, nor tax revenues from the industry are formed within the country.
The common vector is zero tolerance for offline gambling and enforcement priority.
