Laws and regulation
The legal model of Pakistan is based on a general ban on gambling in accordance with Sharia law and national law.
Casinos, private bookmakers, betting shops and online casinos are prohibited; participation and organization are treated as an offense with fines and/or imprisonment.
Supervision and suppression is carried out by federal and provincial bodies (police, cyber police, telecom regulator), which block sites and payment channels, conduct raids against underground halls and betting networks (including cricket and horse racing).
The exceptions are extremely narrow and relate to non-commercial draws/skill contests with special permission; there are no massive state lotteries and legal betting.
The general vector is zero tolerance for gambling, the priority of religious and legal restrictions and financial compliance.
