Land-based casinos

The Philippines has developed a network of integrated resorts (IR) with casinos: in Entertainment City (Manila) there are large complexes (Solaire, City of Dreams Manila, Okada Manila), nearby - Newport World Resorts at the airport.

Outside the capital, the Clark Freeport/Angeles and Cebu clusters are growing.

Supervision is carried out by PAGCOR: safety standards, equipment certification, KYC/AML, age tolerance 21 +, responsible play measures and limited junket activity are mandatory.

The IR model combines casinos with hotels, MICE, shows and retail; promoted cashless/e-wallet solutions, VIP zones and ETGs.

Smoking, marketing and promotional regimes are regulated locally; for violations, fines and suspensions are provided.

The focus is tourism and the premium mass segment with strict compliance.
