Sri Lanka has a mixed model.
Land casinos in Colombo are allowed with special permits and are subject to financial supervision and requirements for location, reporting and payment of fees.
Betting activities and gambling halls are subject to separate licenses and fiscal payments, and advertising is limited.
State lotteries are carried out by two operators, revenues are directed to the budget and social programs.
Online casinos and online betting do not have separate licensing and are considered illegal: providers and payment organizations restrict access and transactions.
The priority of regulation is tax transparency, anti-money laundering and protection of minors; casino entry and KYC/AML compliance requirements are periodically tightened by operators.
