Due to the prohibitive model, there is no legal gambling turnover in Tajikistan: GGR/NGR, jobs in the industry and specialized capital investments are absent.

Budget revenues are possible only from state lotteries and sanctions for violations, while government spending falls on monitoring payments, Internet blocking and law enforcement measures.

To assess possible "shadow pressure," indirect indicators are used - attempts to transfer abroad in favor of offshore operators, activity in instant messengers, cases of blocking.

In a hypothetical liberalisation, the underlying metrics would have included: GGR by vertical, share of non-cash payments, MAU/ARPPU, payout, share of responsible play (self-exclusion, limits), tax return and employment in related areas (fintech, risk control, marketing).
