The legal foundation remains prohibitive: most forms of gambling are prohibited by the Gambling Act B.E. 2478 (1935), with limited license exceptions; from mass-legal forms - the state lottery (GLO) and hippodrome/box rates on a special order.

In 2024-2025 the government promoted the bill on "entertainment complexes" (IR) with casinos as a small part, discussing the entrance fee and the tough KYC/AML; in March 2025, restrictions for citizens and a fee of 5,000 baht were proposed.

In the spring, the conditions were softened (the threshold for assets was removed), but on July 8, 2025, the Cabinet of Ministers withdrew the project, and on September 25, 2025, the Senate rejected it due to social risks.

As a result, casinos in the country are still illegal, and the online segment is blocked by law enforcement and payment/network restrictions.
