Until 2030, the basic scenario is the preservation of the state model: lotteries and sports betting through authorized operators are legal, and casinos (online/offline) remain banned.
The regulator will strengthen payment control (bank filters, cutting off crypto-onramps), KYC/AML and advertising/sponsorship restrictions, and operators will develop mobile channels, live markets and risk analytics (anti-fraud, behavioral limits, self-exclusion).
Probably the introduction of AI monitoring of matches and the fight against contractual games.
Demand for casino products will continue to flow to Northern Cyprus, Batumi and online offshore, while domestic revenue will grow moderately due to football/basketball betting and instant local payments.
Alternative scenarios are point liberalization (expansion of the product line in betting) or further tightening of locks - but both are unlikely to change the foundation: priority - control and social responsibility.
