Uzbekistan is building a "digital-only" market, so the economic contribution is formed mainly by the online segment.
Budget revenues consist of license payments, taxes on operators' income and fees related to payment infrastructure; winnings are counted in official systems, which increases collection.
The regulator focuses on a set of metrics: gross gaming income (GGR), net gaming income (NGR) after bonuses and commissions, payout ratio (payout), number of active verified accounts, ARPPU, betting frequency and churn (churn).
Since land-based casinos are prohibited, employment is concentrated in IT, risk/compliance, marketing and payments; the demand multiplier is supported by banks and cashless payment providers.
A gradual increase in indicators is expected as licensed online products expand, responsible play is integrated and analytics deepens, while the state maintains a priority - transparency of turnover and risk control.
